Nowadays, with the fast development of computer technology, multimedia technology is increasingly wielded in many areas of human's production and life, and the needs for larger memory space and faster network transmission rate are increasingly instant. For some large-scale multimedia documents, the existing storage and transmission conditions are still not well positioned to meet the needs of most users. The dissertation aims to increase and improve MPEG2 video's encoding rate, compressibility, transmission rate and performance quality through algorithm improvement, and thus meet the diversified needs by advancing its technical indicator, raising the encoding rate and the compressibility to a new level, improving the system's real-timing, validity and convenience.The compressibility of some classical encoding algorithms, including Huffman Coding, Motion Compensated Predictive Coding, Predictive Coding, Discrete Cosine Transform Coding (DCT), etc., is very limited if the original video is slightly intricate, and the cost is high with the performance bad if applying these traditional algorithms. Based on the study of the MPEG-2 encoding algorithm and hardware performance, this dissertation puts forward a PHILIPS Video Encoder chip-SAA6752-based MPEG-2 stream Coding Schemes, and presents a PHILIPS Video Decoder chip-SAA7114-based MPEG-2 stream decode playing schemed, after some analysis, improvement, design and implementation on the MPEG-2 encoding algorithm and hardware performance. After being decoded by a specific-chip-based MPEG-2 video compressor hardware system, the original videos will change into video sub-files which are required for video frequency compression algorithm. Compress the sub-files and generate some compressed video documents. Finally, encode these sub-files at the hardware of the video encoding system and the new compressed videos will be generated.The final compressed video will not only achieve a specific compressibility, and also there is no obvious distortion and pixel loss in the pictures of the video frames. The result of the test shows the performance has been greatly improved, and also the system is stable and reliable.
