Hundred years' policy based on education; while the education policy based on teachers. The size of middle school teacher s'competence is related to the level of the quality of future talent, to the advance of education reform and development, to the implementation of the strategy of invigorating the country through science and education, to the implementation of the strategy of reinvigorating China through human resource development. To research the middle school teachers'competence is the need for the reform of school education, is an important guarantee for the implementation of secondary education, is helpful to improve international competitiveness, and is the needs of development of domestic and international situation. At the same time, to research the middle school teachers'competence is the need of improving the educational competence of the secondary school, and is conducive to the sustainable development of the middle school teachers'competence in order to implement the education and teaching better and improving the quality of education and teaching.The research used literature research, interview, and questionnaire survey methods. Through the constitution of questionnaire, the survey obtained structure of the middle school teachers' competence. The structure consists of communication and educating people first; new dynamic teaching; seizing the curriculum standards and flexible innovation; diligent research on the basis of teaching. Then, the author analyzed whether significance differences exist between genders, school level, teaching seniorities, titles, whether as head teacher or not, the science and literature and the middle school teachers' competence. Specific results are as follows:1. In the competence of communication and educating people first, there was significant difference between different genders, and in the competence of new dynamic teaching, there also was. But there was insignificant difference between different genders in the competence of seizing the curriculum standards and flexible innovation, and also in the competence of diligent research on the basis of teaching.2. In the whole competence, there was significant difference between different school level.3. In the competence of communication and educating people first, there was significant difference between different teaching seniorities, and in the competence of new dynamic teaching, there also was. But there was insignificant difference between different teaching seniorities in the competence of seizing the curriculum standards and flexible innovation, and also in the competence of diligent research on the basis of teaching.4. In the whole competence, there was significant difference between different Titles.5. In the competence of communication and educating people first, there was significant difference between whether as head teacher or not, and in the competence of diligent research on the basis of teaching, there also was. But there was insignificant difference between whether as head teacher or not in the competence of new dynamic teaching, and also in the competence of seizing the curriculum standards and flexible innovation.6. In the competence of diligent research on the basis of teaching, there was insignificant difference between different the science and literature, but in the other competence there was significant difference between different the science and literature.According to the status quo from analysis, the author explore three aspects from the state, schools and individuals to improve the middle school teachers'competence, in order to help to improve the middle school teachers'competence.
