Chinese education system consists of General education, Vocational education and Adults education. Nowadays, the investment for vocational education is increasing in China. Ministry of Education continues to increase investment on middle vocational schools and support them. All local middle vocational schools are booming and developing with the promulgation of the national 35th document'Decision of the State Council on Advancing Vocational Education'in 2005. The function of teaching secretaries, who are the intendant of teaching, can not be neglected. The scale and position of teaching secretaries in colleges have been perfecting for many years, however, the function of teaching secretary in middle vocational schools has not been exerted due to many factors. For example, the exertion of function is passive for some flaws of management system and methods; teaching secretaries'comprehension for their position is very superficial resulting from the ambiguity of speciality or the lack of professional training. In addition, teaching secretaries'three main functions (communication and coordination, teaching intendance, assistant counselor) can't be performed completely because teaching secretaries'work is always piffling, jumbled and busy, and that interferes with normal working affairs of teaching secretaries. Based on a large amount of research, I think there are many factors which result in hindrance of teaching secretaries'working affairs, and these factors include external factors such as intendance system, incentive system and so on and internal factors such as the deficiency of teaching secretaries'quality, the lack of their working initiative and so on. So, changing and improving present teaching secretaries'function in vocational schools needs changes on two aspects. On one hand, teaching secretaries'essence, working functions and value should be comprehended completely based on theoretical points. On the other hand, some practical and scientific policies should be made combining external and internal factors to make teaching secretaries exert their work functions well and provide better service for teaching and education affairs.
