Study On Endowment Insurance Establishment Of Family Planning In Rural Area

Family planning is one of the national policies in our country. On one hand, the implementation of family planning policy makes a significant contribution to the control of the population in china and the good population environment for our country's development of economy and progress of society.On the other hand; it deprived the old-age-supporting resources which belong to the couples in family planning, especially in rural area. The government of China responded some policies like award system to resolve the negative effects of family planning. At the same time, in order to guarantee rural elderly life of planning family, the government encourages to carry out family planning endowment insurance according to the actual situation.Firstly, this research reviewed about family planning endowment insurance, from three aspects of relevant literatures as follows:the necessity of rural planning of endowment insurance, rural family planning Reward support System plays the role of farmers and the rural old-age security forms of family planning. After, this paper analysis the rural family planning problems of providing for the aged. There are some flaws in the traditional family and land endowment, rural society endowment insurance and family planning reward system. In order to solve these problems, some local governments also explored local rural endowment insurance of family planning modes of practice, such as Yuqing mode, Qingdao mode, Shaoxing mode, Dongguan mode. The farmers of family planning gained great help in these modes of endowment. But there are some problems in it. How to develop the advantages of endowment insurance of family planning and how to overcome its disadvantages in great part,very important to ensure rural elder's life and maintain stability of rural society.Next, this paper set a social old-age insurance model of practice for the planning family in rural. Research the status of social security in China's countryside take Heze City in Shandong Province as an example, points out that the endowment insurance system of rural couples of family planning must be establish. There are some feasible conditions on funds, policies and workers to establish endowment insurance for the planning family in rural area.Last, this paper mainly discusses the way of the establishment for the planning family in rural, base on investigate and analysis. This study gives some suggestions in insurance object, fund raising, management and supervision. And multi-level endowment insurance for elderly of planning family should be establish, so to highlight the fairness and justice in rural endowment insurance of family planning.
