This paper is based on the viewpoint of the construction of population-balanced society and the summary of related theory on modern city population distribution. Empirical approach and Quantitative analysis method is used to analize city population distribution in Chengdu downtown. Through choosing important index, calculating population density, population concentration coefficient and imbalance index and so on to summarize whether population distribution is appropriate for the development of resource, environment, economy and society, at the same time to put forward some countermeasure.Chengdu is one of the important central city in the Midwest, is also the center of Trade, finance, science and technology, culture, and education, and one of the experimental area of the reform of coordination of urban and rural.The central cities are Jinjiang district, Qingyang district, Jinniu district, Wuhou district and Chenghua district. The result shows that the population distribution is centralized in the central city.The permanent resident populaton reaches5.2954million, amounts to37.7%of the total. The population density of central city is1159people/km2which is outclass that of suburb and outer suburban district. So we can see that central city is highly gathered with excessive populaton on little land.Through calculating the concentration coefficient and imbalanced index during the year of2005and2009, we can come to the conclusion that the population distribution of central city is balanced and centralized, but there is a tendency of imbalance which is not very notable during these five years.Although the water resources, education, medicare, traffic facilities in central city are advanced, they are not coordinate properly with population distribution.We are facing many challenges and problems with our population development, especially city population distribution. It involves many aspects.So we need to take social economical and science and technology means to guide population distribution to a balance trend. In order to achieve this we can reform the city centre,expand the outer space and promote new balanced urban and rural development and so on to adjust city space reasonably,decentralize population orderly. Thus we can boost a balanced development of population distribution, resources, environment, economy and society.
