Scientific literacy, which represents scientific knowledge, method, competence, spirit and consciousness, has been a major concern. The nation's scientific literacy, which is closely related to a country' comprehensive national strength, directly influences the development of science and technology. Compared with developed countries, China still lags behind in scientific literacy, and this nowadays restricts social progress, economic growth and international competitiveness. This makes it extremely urgent to make the country prosperous, rejuvenate the nation and enhance the people's scientific literacy. This thesis is designed to investigate the definition of scientific literacy, its formation among high school students and the important role that physics teaching plays in fostering scientific literacy of the students. Researches into scientific accomplishment education will satisfy the needs of cultivating creative spirit and practical ability in the students and correspond with the great development of quality education as well. The present thesis, starting from the current situation of scientific accomplishment education at home and abroad, aims at the analysis of instructional strategies in physics teaching. To our relief and delight, scientific accomplishment education in China is increasingly paid attention to. Secondary school is the best time to train scientific literacy. Based on the current questionnaire, combined with the fourth survey made through questionnaires to investigate public scientific literacy in China, we design a formal questionnaire format which is used to investigate objectives. The subjects are 4500 high school students, who are located in 5 high schools in Changsha, Hunan Province. The data obtained are carefully collected, analyzed and presented at full length. The purposes of this study are (a) to get to know to what extent the students'scientific literacy has developed, (b) to make a case for the contribution research into teachers'concern and practice and what improvement to make in instructional strategies in physics. This study is of practical significance. Over the basis of scientific analysis and practical research, instructional strategies fall into four categories:(1) to attach great importance to the history of the science of physics; (2) to focus on experimental teaching; (3) to carry out a research study in physics; (4) to apply modern scientific methods to physics teaching.
