Since the foundation of New China, especially after reform and opening up, great changes have taken place in Chinese people's life, the Chinese people's social status has undergone tremendous change. Chinese people participate in a broader range of social activities. The socialist market economy makes individual creativity and enthusiasm active. The legitimacy of the socialist market economy presents importance of individuals not only member in society. Man is the first element of the development, and sports rights are to ensure the physical and mental health for the builders of social development. Under the guidance of scientific concept of development, Chinese people establish a people-oriented, harmonious society. The quality of the whole nation is directly related to that of national. Sports can benefit both individuals and groups by providing them with healthy, energy and leisure. From the perspective of nation and country, achievements in sports can inspire public patriotism and strengthen nation unity. From the perspective of human rights, focus on research on sports rights can promote the development of civil sports and establishment of "people-oriented" harmonious society by improving quality of whole nation. The guiding ideology in the development of the new issue of "National Human Rights Action Plan (2012-2015)", it is also more clearly pointed out:"Continue to safeguard the people's survival, development on the protection of human rights first, and effectively protect people's economic, political, social and cultural rights.
