In the past 32 years, China has made remarkable achievements in economic development. Since the foundation of New China, especially after reform and opening up, great changes have taken place in Chinese people's life, the Chinese people's social status has undergone tremendous change. Chinese people participate in a broader range of social activities. The socialist market economy makes individual creativity and enthusiasm active. The legitimacy of the socialist market economy presents importance of individuals not only member in society. Man is the first element of the development, and sports rights are to ensure the physical and mental health for the builders of social development. Under the guidance of scientific concept of development, Chinese people establish a people-oriented, harmonious society. The quality of the whole nation is directly related to that of national. Sports can benefit both individuals and groups by providing them with healthy, energy and leisure. From the perspective of nation and country, achievements in sports can inspire public patriotism and strengthen nation unity. From the perspective of human rights, focus on research on sports rights can promote the development of civil sports and establishment of "people-oriented" harmonious society by improving quality of whole nation. The guiding ideology in the development of the new issue of "National Human Rights Action Plan (2012-2015)", it is also more clearly pointed out:"Continue to safeguard the people's survival, development on the protection of human rights first, and effectively protect people's economic, political, social and cultural rights. Conform to people of all nationalities live a better life, a new look, more emphasis on people-oriented, more attention protect and improve people's livelihood, the spirit of reform and innovation efforts to solve outstanding problems in the field of human rights, efforts to solve the people most concerned about, the most direct and most practical rights and interests. "This article discusses our citizens'sports rights issue in five parts. The first part is introductory. It is the main brief of the major sports rights at home and abroad Research and Chinese-Marxist theory of human rights content, and describes the theoretical and practical significance of this paper; The second part is an overview of sports rights, including the systematic exposition of the meaning of sports rights, the brief overview of the elements and characteristics of the sports rights, and the sports rights is assorted specifically from a human rights perspective; The third section details the status of the development of our citizens sports rights. The performance of specific issues of insufficient development of sports rights of our citizens and our citizens did not really enjoy their sports rights were highlighted; The fourth part in four areas through economic development, institutional structure, laws and regulations, public perceptions discussed the factors of restricting our citizens'sports rights round developing, and showed the reasons why the development of our citizens'sports rights was limited; The fifth part is for the fourth part of the analysis of the problems one by one put forward corresponding proposals to promote the existing problems of our citizens'sports rights and have better development.
