Policy Research Of Public Service Based On The High School Graduates'employment Flow: A Case Of Guangzhou

Last five years, the higher education in Guangzhou has kept a smoothly and fast growing trend, with the attention of the popularization of higher education in China and Guangzhou, the higher education students have increased fast. Their job career have become a focus of today's society. How to solve this problem and make a scientific planning is a very important subject for the department of education and social security. Currently, the difficulties college students face in job hunting are not only caused by social economical environment and limited amount of posts, they are also closely related with graduates'attitude towards career. The structural unemployment is easily caused by graduates'choices.The paper firstly introduce the research background, purpose and importance of the public service for the graduated students, and shows the base theoretical means; and with the help of the research base inside and outside China, gives the research progress of these scholar; and the concept of job flows and public service, also the review of the successful experience and the useful idea for Guangzhou. To the research subjects, the paper shows the results of an investigation of the 2011's graduates in Guangzhou's colleges, and analysis of the characteristic of job flows and important problems has got. At the same time, the proposal by the government of how to make a safeguard mechanism, using information channel , technical channel , and indemnification channel , to dredge the students and improve their employability skill. At the end of the paper, a summary and outlook have been proposed.
