The development of compulsory education has achieved remarkable results since the establishment of PR.China. With the increasing development of society and economy, the current education development has been to a new stage. At the same time some problems gradually revealed. The education unbalanced development has become a bottleneck, which hindered the higher, better development of contemporary and coming compulsory education.Education balanced development is a spiral dynamic process, which is from development to the basic balance, and then to imbalance, again to a new basic balance. Education is not average development but classification development, not unified development but characteristic development. It is a sustainable development which requires every school to adjust measures and form its own school characteristics.Today adopting positive ways to promote the balanced development of compulsory education has its important realistic and historic meaning, which is of great importance to pursue education fairness and justice, construct the harmonious and well-to-do society. Therefore Strategy Research on Promoting Balanced Develpment of Compulsory Education--Taking Jinan Compulsory Education Ddevelopment as Example is selected as my graduation thesis. What I want to do is taking this opportunity to focus on education problems deeply, implement the thinking and research on it relatively, to do poor power to the education development of Jinan.The main point of the thesis is to explore strategy for the balanced development of Jinan's compulsory education, sum up and form a feasible and effective practice report, which provides some measures to the problems. It consists of five parts.The first chapter is the introduction, which mainly expounds the research origin, the overview of the related literature and practice at home and abroad, as well as the thoughts and methods are analyzed and explained.The second chapter analyzes the concept of the compulsory education balanced development. It emphasizes on the compulsory development in our country, which includes three parts:the development course, policy actions and the practice exploration.The third chapter tells the situation of promoting the development of Jinan education. The development course, policy measures and achievements are reviewed in this part successively.The fourth chapter is about the investigation and analysis to the current situation of Jinan compulsory education balanced development. According to a field survey from the citizens of Jinan urban area, the datum are analyzed, which help us easily understand the existing problems of the education develpoment with the help of the materials supplied by relevant education departments.Chapter 5 is the focus of the thesis. It elaborates the strategy for promoting the balanced development of Jinan compulsory education. First of all the basic principle is described. Four strategies are detailed and six measures related are analyzed.According to the purpose of the research and the practical work condition, the following main methods are used.One is the literature research. The materials become the important theoretical basis after selecting, analysing the related literature.The other one is interviewing method. Through interviewing the relevant person who are working in education department at all levels and some schools, the first-hand official materials are supplied.Another one is the survey research method. According to the research involves the aspect, the compulsory education balanced development present status in Jinan social survey questionnaire is made. Through the sampling questionnaire survey of 4000 people to obtain accurate data, further understanding and analysis to the present situation of Jinan compulsory education balanced development are shown, the satisfaction and what they care about are known, and the information data to support the thesis is made.What's more the statistic analysis method is used. More detailed materials are provided through the analysis of the relevant departments, the materials and the survey data with the help of some figures and charts to make the thesis more intuitive, comparative.The innovation of this thesis mainly embodies in the following two points.In Chpter 5 a principle, four strategies and six measures on promoting the balanced development of Jinan compulsory education meet the requirements and needs of Jinan education development to solve the unbalanced problems for a time, which has practical significance and feasibility.The second one is using the field study method. The 20 survey work groups were organized to carry out the survy compulsory education balanced development present status in Jinan social survey for nearly two months. The datum from 3272 citizens became the different views to the writing as first-hand information. At the same time, the author interviewed three Area Education Bureaus and got accurate datum.The deficiency of the study is that the theory is not rich enough, which can't reach the ideal height. More mechanisms about the educaition reform failed to be detailed.Therefore the thesis can only be called a practice report.
