The development for secondary vocational education must be accelerated for increasing demand on the skilled and professional laborers to meets the requirements of economic development including the higher level of Industrialization and urbanization in our country. The secondary vocational education will train the skilled and professional laborers, and will set a good foundation for higher vocational education and higher-quality skilled and professional laborers. On the other hand, as an effective complement to public education, non-public education will help to relieve the problem of shortage on educational resources from the public education, and will promote the overall educational development by market competition mechanism. As more and more attention has been paid to vocational and non-public education from our government in recent years, non-public secondary vocational education will have a historic opportunity for development. This text is aimed at ways or means to facilitate the healthy development of non-public secondary vocational education in Kunming by thorough study from the view of government administration.The text consists of five parts:Introduction section:Background and significance for the topic is elaborated; the relevant literature of current research on non-public secondary vocational education is organized and summarized for brilliant exposition and views; the research method and technical route of this text is fixed.The first part:Theoretical analysis is made on the participation in the non-public secondary vocational education from the government. The necessity of help and support to the non-public secondary vocational education from the government is proved well by the analysis on content and specificity of the non-public secondary vocational education, as well as the covering theory on human resources; meanwhile, from the view of the commercialization of the public service, the non-public secondary vocational education is proved as the way and means for commercialization of the secondary vocational education, and its development needs the help and support from the government.The second part:The current development situation of non-public secondary vocational education in Kunming is illustrated by a lot of collected information and data. The main problems at present for the development of the non-public secondary vocational education in Kunming, is summarized by the study on the above information and data.The third part:The impact upon the development of non-public secondary vocational education in Kunming by the lack of responsibility from the government is analyzed, based on the responsibility in the commercialization of public service from the government.The fourth part:Advice and suggestion is made for the government to facilitate the development of non-public secondary vocational education in Kunming.With the help of theoretical and empirical analysis on the practical position in Kunming, the author wishes to provide with a reference for rational decision-making by the government.
