| This paper deals with the evaluation system of academic misconducts in colleges, universities and research institutes. The deterioration of academic misconducts and lack of effective measures to counter it make it necessary to research on a comprehensive evaluation system and administrative strategy reform. This work approaches the problem in three parts mainly. The introduction states the necessity for this research and reviews previous researches on the evaluation system. The second part, consisting of chapters 2 to 4, introduces the research method, including application of theories to practices, empirical analyses and comparative studies. In this part, the definition of academic fairness and the significance of the evaluation system of misconducts are exposited. The analysis of three serious academic misconducts cases reveals the underlying problems and the defects in the present system. To improve the evaluation system, advanced systems as found in the United States are introduced and studied, which serves as a practical model and supplies directions for reform and refinement. Chapter 5 is the conclusion. The author maintains that a more comprehensive evaluation system should have support from laws and regulations nation wide to achieve academic fairness. The system entails the establishment of evaluation organizations, the determination of evaluation criteria, the processing, procedure and execution of charges, and appealing systems, etc. It is emphasized that the removal of external interference and strengthening of support fundamentals are vital in ensuring the smooth operation of the evaluation system. |
