College entrance examination is an important way of personnel selection and the link of secondary and higher education. It plays a vital role in the development of china's education. In recent years, along with the reforms carried out in succession, the related research is showing a growing trend. The establishment of China's college entrance examination system is indeed played an important positive role since 1952:not only provides a relatively fair competition for the examinee, but also provides differentiated and screening criteria for the college, maintaining social order and stability of flow. However, the unified national examination mode is exposing more and more problems along with the whole social environment change, because " all people with one volume " is not always able to make major colleges and universities to select the talents suitable its training mode, and may not be able to satisfy the society to the requirements of talent segmentation.With the deepening reform of the self-determined enrollment, colleges with independent enrolment right have increased year by year; the mode of " joint examination " has become more and more popular. College entrance examination is in the initial stage of exploration from 2005 to 2008, and the implementation of independent enrollment written entrance exam is in small scale. The attention degree of the society from all walks of life to this new model is not high, but the liberal public opinion environment is making the five schools to arrange works well, place everything in good order and accumulate experience. College entrance examination has entered a stage of rapid development since 2009, nearly the half colleges of the country with independent enrolment right joined the camp, autonomous enrollment is entered" joint exam era ". At the same time, since the development of exam mode, the immature and unstable is still obviously.From the perspective of the stakeholders, the stakeholders of the Independent enrolment policy include the government, colleges and universities, students and school and so on, that means they have not completely consistent self-interest appeal. Therefore, from the internal view, the existence of the joint examination is the outcome of the game, between stakeholders, such as the game between colleges, college and government, school and students and so on; from the external view, the appearance of the joint examination actually is to fill the vacancy of supervision and mechanism of the management.As the method of solving the problems in the process of college self-determined enrollment, the advantages and the disadvantages of the joint examination are mainly embodied in the cost, fairness, honesty and corruption. From the positive side, the joint examination can reduce the cost of the students and schools, promote the mutual cooperation and supervision, and increase the choice of examination; from the negative side, the joint examination can not reflect the characteristics of the universities and improve the competition between universities.Finally, the joint examination unchanged the college as the role of editing the test essentially. But it inclined to entrust the third party agencies proposition. Compared with the college use separate held-out test, joint examination is more authoritative. In this sense, joint examination is heading to " academic proficiency test " in fact. Therefore, we can give a preliminary judgment, that is:joint examination is a transition. But in the view of our country's present situation, it needs more time to break the centralized admission pattern. The new pattern is still in the exploratory stage which is far away form a mature model. To sum up, this paper predicts, although joint examination is controversial, but considering the reality and the advantages of joint examination, as the independent enrolment, joint examination will exist in a long period of time, and continue to develop and to improve.The structure is as follows:the first part is the introduction, which explains the research topic of this paper, the significance, as well as the method and train of thought; the second part is the theory basis, the research topic of this paper is mainly based on the summary of stakeholder theory; the third part analyzes the joint examination in the independent recruitment of universities, including its origin, development and main characteristic; the fourth part gives the causes of the joint examination, including stakeholder interests and the internal and external factors analysis; the fifth part analyzes the advantages and disadvantages of the model, and summarizes its essence, forecasts the future trend.The main innovation of this paper lies in two aspects. The first is the breakthrough of research perspective. Unlike previous studies, we don't only study education and the feasibility of the public management reform measures, but also do exercise from the perscective of the stakeholder such as government, middle school, and student etc. The second is the statement on the essence of the joint examination and the forecast of the future trend.The paper is still inadequate. The analysis of the interest game between the stakeholders is not thorough because of limited knowledge of the author. And it is not sufficient for applying the theory. The author will constantly strive to improve and be improved in the future study and research process.
