As the development of migrant workers' "families" tendency, a large number of school-age children in compulsory education flow into the city following their parents, the compulsory education problem of migrant children is prominent, causing widespread concern in the state and society. Due to many reasons, there are many difficulties and problems in the education for children of migrant workers, many migrant children of compulsory education have not been able to enjoy the fair, they did not like urban children access to education equally. Educational equity is the basic of the social justice, to achieve educational equity is the obligation and responsibilities of government to the people, and it is also the basic measure of value for building a harmonious society. Therefore, in building a socialist harmonious society, we must face up to and properly resolve the issue of migrant children education equity seriously.By analyzing the background of the migrant children education equity issues as a starting point, analyzed the migrant workers' children the value of education from the perspective of an educational equity theory and the theory of public goods. In this guidance, from an unfair of educational start point, unfair process of education and unfair educational outcomes to describe the unfair issues of the education for migrant worker's children, with the lack of government responsibility as the starting point, deeply analyzing the reasons for the unfair education of migrant children, the reasons include that the current household registration system which is established by the Government is unreasonable, and it makes children of the migrant workers receive the normal education; the government did not establish mechanism to ensure funding for the children of migrant worker's education; Government could not be related to education for children of migrant workers for effective policy implementation, policy implementation is not in place. On this basis, proposing the Government' responsibility to promote fair education for children of migrant workers, which is that the Government takes the measures to achieve the equity in education of migrant children, including government to reform the household registration in the additional of the children of migrant workers is not conducive to equal access to education system; the government should establish a sound financial system, a reasonable share of migrant children education funding; the government should further support and regulate the school for the children of migrant workers; the government should guide the community to actively participate in education for children of migrant workers; the government should increase policy enforcement for the children of migrant workers education. The thesis adopts the literature analysis, comparative study, theoretical analysis and case law to demonstrate the analysis and elaboration. In the past the children's education problems of migrant workers mainly focused on areas of education and sociology. In fact, compulsory education of children is not just farmers' education, which involves all aspects of society, and should be studied from a broader perspective. This article focused on the government's responsibility for the children of migrant workers for a fair education, through the analysis of the factors which affect the children of migrant workers for a fair education, to find some fair policy proposals for the education of migrant children, thus opening up a new perspective for the children of migrant workers education research.To solve the problem of the equity of migrant children education still has a long way to go. As there are historical and practical factors for the problem of unfair of the education for the children of migrant workers, which determine the reform is a gradual process. Therefore, when we solve the problem of migrant children education for equity, we should be aware of this issue is not a easy thing, and can not be able to solve in a short time, and a fair solution to the problem of the education which for the children of migrant workers does not just depend on a person, but depend on all of us, and it also rely on the whole society. We believe that with the government's highly concern, with the introduction of relevant national policies, and with the all the social concerns, this issue will be finally be resolved sooner or later, these "floating flower" surely will have a stable desk to get a study. |
