| Nine-year compulsory education has basically been popularized across our country. From now on, we will focus on improving the quality of education and promote human development of a new period of compulsory education. The problem of urban and rural compulsory education development is unbalanced.Therefore, the study on equal compulsory education right between civics and villagers has important theoretical meaningful and realistic significance. Take Anhui province which is one of the pilot area of promoting balanced development of compulsory education as the example, firstly, the article discusses the current situation, useful experience, problems, reasons and suggestions of promoting balanced development of compulsory education. For meeting civics and villagers' demands of getting equal compulsory education right, the government should play a leadership role in it. Firstly, the government needs increase education budget, further promote schools standardized construction. Secondly, the government should strengthen rural primary and secondary school teachers' scholarship and achieve balanced development of urban and rural compulsory education. Thirdly, the government should establish incentive mechanism to keep teachers. Lastly, the government badly needs improve supervisory system of education. |
