On The Equal Right Of Civic Education In Compulsory Educational Stage In Modern China

It is an elementary right for a citizen to receive the education, which evolved in a complex way, from a privilege for the minor to the right enjoyed by the majority,then to be the general human right. It is one of the premise for a citizen to fulfil his right of economy, existence and development as well as a guaranty of freedom for citizens to realize his political right and civil rights.The compulsory educational system provisions the equal right for citizens to receive the education, education is no longer a privilege for the minor, but a equal right for every individual. To receive the compulsory education is not only a equal right for every person, but also a civic duty that every person will offer. Guaranty of the equal right of compulsory education is an unavoidable responsibility for a society.The compulsory education is a kind of civic service provided by the government, it is mandatory, universal, free and elementary. The equality is the basic oriention in compulsory education. It not only refers to the equality in the beginning, but also including the equality in its process and the quality in the end of the education. Actually, it still exists a big gap between form and matter of compulsory education. It is a characteristic for a harmonious society to enjoy the rights of educational equality. Only when the right of citizen's education is guaranteed, especially in the stage of the compulsory education, can we bridge the gap bettwen the form and matter so as to set up a real harmonious society and realize the national reconstruct.Sarting from the social fair distribution, focusing on the equality as a main point, based on the generalization and summarization of the concepts, characteristics and theoretical foundation of the civil educational right, This article follows the open policy from the perspective of politics and analyses and summarizes the contemporary state and the cause of the inequality of civil right in compulsory education stage in China. Taking the reference of the experience of the developed contries, the article also explores some ways to realize the equal rights of education in the stage of compulsory education, namely: reinforce the governmental service, keep a good balance of the goal of compulsory education, elevate the equal education ideal to build up a fair educational atmosphere in schools and universities, enlarge the educational investment to improve the education in rural and poor areas, perfect the guaranteeing the legislative system for the compulsory education in order to guaranty the equal right of education.
