Research On Government Statistical Work Cost Control

To control the cost of government statistical work effectively is vary important for statistical agencies to raise working efficiency and improve management level. However, scholars at home and abroad narrowed their study on "statistical work cost itself', do not study government statistical work cost control from a higher level. And they lack of system study and discussion from multi-dimensional, full-process and high-level. Therefore, this article focuses new perspective on three-dimensional, whole process and high-level to study the issue to control the cost of government statistical using induction method, example analysis method and earned value method.This paper deals with controlling the cost of government statistical work by the sequence from theory to control it from three-dimensional,whole process and high-level, then to case study. In the theoretical part, it defines the concept of government statistical work cost and its control; definition factors and classification. And discusses basis of Chinese government statistical work cost control which include foundation, principles, legal system and characteristics.This part innovatively proposed:Building cost control system should start from the major factors influence the cost, from multi-dimensional, full-process and high-level. Three-dimensional control likes to establish the solid structure of the government statistical work control. Whole process control likes the numerous lines of the solid structure. High-level control grasps the key aspects of factors which influence cost guide three-dimensional control and whole process control from a high level. They are link together and interactive and they are the organic ingredient of government statistical work cost controlling.In three-dimensional control part, it provides the classification of government statistical work cost based on three-dimensional control. This part puts forward three-dimensional analysis system to control the cost of government statistics work. It analysis the problems which exist in three-dimensional control on government statistical work cost. Then proposes three-dimensional strategies to control government statistical work cost.In whole process control part, it provides the classification of government statistical work cost based on whole process control. It analysis costs involved in the whole process normatively; analysis the problems which exist in whole process control the government statistical work cost and proposes whole process strategies.In high-level control part, it analysis the problems which exist in high-level control on government statistical work cost from three aspects:research and application of new technologies,management reform and adjust the budgeted cost structure; proposes the high-level measures to control the cost in view of the main factors in the part of government statistical work cost control from the high-level.In case study part, it chooses A Municipal Bureau for example to study three-dimensional control on government statistical work cost. It analysis government statistical work cost from time-dimension, space-dimension and project-dimension.Then it proposessome corresponding strategies.Research on government statistical work cost control as an important issue for Chinese government institutions reform, can provide theoretical basis and decision-making reference to solve and improve the problem. At the theoretical level, this research can improve theoretical system of government statistical work cost; can break the limitations of the theoretical circles, this article focuses new perspective on multi-dimensional, whole process and high-level to study the issue to control the cost of government statistical; can fill the quantitative research and empirical research gaps research on government statistical work cost. At the practical level, this research can help to reduce the cost of the government statistical work; can help to improve the efficiency of the subject of government statistical work; can help to establish a good image of the Chinese government statistics; conducive to the construction of saving government and society; conducive to ensuring the rapid and stable development of national economy and social stability.
