The Research About The Importance Of Realizing Talent Guarantee In The Transformation Of Economic Development Mode

In the process of transforming the economic development mode, the talent is a key. As an old industry area, economic structure and industrial structure are not irrationality, and transforming and upgrading the industry are arduous in JILIN City. Presently, JILIN City has some explosions and measures in providing talent guarantee for transforming the economic development mode. But taping talent resources is inharmonious with economic development, especially talent structural readjustment is behind the pace of industry structural readjustment; emerging industry development has new demand for talent. Meantime, JILIN City can't accumulate and admit well talent.taping talent resources for transforming the economic development mode is a systemic project , According to System Management theory and Collaboration Management theory ,and using advanced experiences of tapping talent resources ,we must take measures of tapping talent resources priority and establish the layout that firstly we must build the basic working system of tapping talent resources, including conforming and optimizing talent resources, establishing talent resources management system; optimizing talent and technology market system ,establishing the communicating flat roof between talent and technology production; optimizing talent training resources. Secondly we must build important project and supporting system, for example, we can carry out tapping high technology talent resources and so on, besides, we can build ensuring system of policy support, and force mechanism of tapping talent resources and optimize policy of tapping talent. Finally, we can establish effective system of promoting work, including building forceful leader system, and corresponding system, and scientific system of assessing work.
