Under the influence of the global education development and the reform and open policy, our education development has made great achievement by the three main forces - the state, society and individual.However,any kind of education development is dependent on its value standard. Any issue appearing in the process of education development has a corresponding points on its value standard. When these bad phenomena occurred, eg. education unfair, education without humanizing and human dissimilation, it is necessary to review education development in the ethical.With the rise of development ethics, more and more people study the value of development and make a pluralistic value tendency of development. Education as the cornerstone of national rejuvenation, social progress and human being, what type of value criteria can judge education development ideal, or in the ideal direction?In many values, Utilitarianism, F.Peru's new development concept of "people-centered", John Rawls' theory of justice as fairness doctrine and Amartya Sen's "Development as Freedom" are the four main values, infecting education development: "Welfare maximizing" of Utilitarianism promotes education development by emphasizing the educational results and impedes education development for the one-sided focus on education results and ignorance of distribution, which results in unfair education and changing educational purposes from the "person" to "objects". F.Peru's new development concept of "people-centered", which is overall, integrated, endogenous, puts emphasis on human values in the education development, which can not be in exchange for external growth in education, and pays attention to the development of each person's personality. And this "people" refers to the abstract men, so that "people-centered" is becoming vulnerable to a slogan. China also puts forward the scientific development concept, which emphasizes the comprehensive, coordinated and sustainable development and focus on equity. Its core is "people-oriented", and this "man" is a specific person. Rawls's approach to the least beneficiaries of freedom and equality as a reference point, focus on each person's education equal starting point (equal right to education) and fair education process (equitable distribution of educational resources),they are inevitably vulnerable to egalitarian. "Development is the expansion of substantive freedom "is proposed by Amartya Sen, its" substantive freedom" (practical capacity) is concerned about both educational outcomes and education process that potentially important things,such as individual freedom, the implementation of accepted or violation of such rights, and emphasis on the right of individual choice, emphasizing public support for the role of education development with a broader educational information, but it ignores the limits of freedom. How do we review the education development? In fact, there is no unique and accurate value on the education development standards, as long as people can openly and democratically participate in the free discussion about the education development issues such as the value of education development, the education development is moving forward to the ideal direction.
