Hayek's theory of the West, the outstanding representatives of liberalism,Hayek believes firmly that the primary value of the social system is freedom, whether it is the evolution of the system or systems designed by the Government so as to not impinge upon the premise of individual freedom. However, the same are distinguished as the 20th century Western political philosophers Rawls, who think the primary value of the social system is justice, that is, as the distribution of justice. Hayek's thoughts had played important role in the construction and evolution of the Western market economy system, while Rolls'ideas had made great contribution to the building of the modern Western political system, as well as politics. This allows us to explore the social system in the development of logic should not be abandoned the idea of two masters, so this article attempts to construct the social welfare system logic, the comparison of the benefits of two great ideas, for our theory of the construction of the social security system to provide desired theoretical basis.In this paper, the separation of knowledge that Hayek's theory of the social welfare system can provide the theoretical basis of evolution, and social justice can be the Rolls for a particular period of the construction of the social welfare system to provide reference. This paper also believes that the social welfare system should be unified to build and evolution, so the two should be combined with the idea of the master to understand the formation of the social welfare system.
