As an important part of the education system, higher vocational education has the responsibility to the region economic development to train specialized skilled talents. As a kind of talent training mode,"Work-integrated learning"has greatly increased the vitality of the higher vocational education. Along with the rapid development of society, the enterprise demand more and more skilled talents. Besides the professional knowledge and skills, the enterprise also demand the students to have"responsibility consciousness","innovation consciousness","credit consciousness","legal consciousness"etc. On the other hand, the students are short of that. To solve this problem, the traditional ideological and political education is not enough. It needs to strengthen vocational college students' consciousness of citizen education.The paper starts from the status of the students' lack of civic consciousness under the "work-integrated learning" talent cultivation mode of higher vocational education, then analyzes the cause of it, and puts forward feasible reform measures, which including the orientation of civil consciousness education, the reformation of teaching methods, the innovation of teaching contents.The first part: Reveal the new requirements of "Work-integrated learning" in higher vocational talents training mode towards the civic consciousness education which including both strengthening professional skills, and idea of students.The second part: Inductive the status of the lack of higher vocational students' citizen consciousness under the mode of "Work-integrated learning" talent cultivation.The third part: Analyze the factors of the deficiency of the higher vocational students' citizen consciousness under the mode of "Work-integrated learning" talent cultivation, which including the influence from vocational education, students and historical reasons.The fourth part: solve the problem that how to improve the students'civic consciousness under the "work-integrated learning" talents cultivating mode of higher vocational education.Anyhow, with the development of society, the age in change, based on "work-integrated learning" personnel training mode, the education of civic consciousness in higher vocational education is exerting its function, contributing more and more to the construction of the regional economy.
