The Report of the Seventeenth CPC National Congress indicated that We need to step up education about citizenship and establish socialist concepts of democracy, the rule of law,freedom, equality, equity and justice. The Report of the Eighteenth CPC National Congress indicated that we advocate prosperous, strong, democratic, civilized and harmonious; We advocate liberty, equality, justice, law by law; We advocate patriotism,devotion, honesty,friendship; We should cultivate the core values of socialism actively; We should promote the construction of Civil Morality. National Medium and Long-term Educational Reform and Development Plan(2010- 2020),which is published by our State Council,point out that we should strengthen citizen consciousness of education, establish the concept of socialist democracy under the rule of law, freedom, equality, fairness and justice and cultivate qualified socialist citizens. After reading a variety of programs and plans of our party and country, stepping up civic education is of very high realistic meaning, which is an important content of ruling of our party. To cultivate the students the citizen consciousness and a sense of social responsibility, is not only the requirements of our country, but also the demands of social development and the impetus for reform. Civic education has become a major task of developing socialist democratic politics and promoting the comprehensive development of human freedom of our country.The public’s awareness of citizens is waking up in the present society, but it’s still in a fuzzy stage. A lot of people still don’t know what their rights and obligations are. But clearly understanding their rights and obligations has become a standard of modern citizens. While our civic consciousness is weak, some malicious agencies and organizations abroad capitalize on this opportunity to infiltrate wantonly the western style democracy, advocate the fairness and justice of western style democracy, and attack the basis of socialist democratic politics.All above makes the consequences of understanding confusion of some people. The fledgling awareness of citizens has been covered by western style. Primary school stage lays the foundation of civic education, which is enlightenment period for the formation of the civic consciousness. Therefore, primary school education stage should take on the responsibility of enlightening socialist civic consciousness, which means we need to cultivatepupils’ socialist citizen subjective consciousness and establish a healthy civic consciousness from their childhood. Now the pupils are going to be the builders and successors of our country in future. Only a socialist citizen with distinct Chinese characteristics is able to realize the Chinese dream that constructing a prosperous, powerful, democratic and civilized socialist country. Pupils in Primary school stage are very easy to form civic thinking in accordance with socialist values. So we should cultivate their civic awareness from primary school period, let them feel the rights and duties of citizens very specifically and the benefits of socialist democratic politics. Before really stepping into the society, they would have received the cultivation and penetration of civic awareness. However, students in our primary school receive only a little civic education whose overall consciousness of democracy is weak. The methods of civic education are mostly stiff. The phenomenon of repeating what the book says is common. Few schools could carry out a wide range of civic consciousness education in the primary school stage. Most schools would like to try civic consciousness education. The promotion of civic awareness education in primary school stage is somewhat of experimental nature. Lacking clear national guidances for civic education, not being ready at society, school and family sides, not forming a complete education mode, indicate that the civic consciousness education has not reached extensive consensus among schools. The timeliness, realistic and Long-term have not been realized. Therefore, to explore the civic consciousness education in the primary school stage is of great realistic significance.Our country is always taking pupils’ ideological and moral education seriously, but there are no series of curriculum for civic consciousness education which is of boundedness.Written knowledge is of great quantity, materialization, visualization and doesn’t have boots on the ground. In fact, the schools under the background of exam-oriented education only pay more attention to imparting knowledge, or tests of knowledge. Civic awareness education that has nothing to do with tests is being downplayed. The cultivation of civic consciousness relies on carrying out moral education curriculums, which does not emphasize that we should respect principal status of people. The content of moral education curriculums emphasizes a person’s obedience and responsibilities to their country and society, but national obligations and responsibilities to a person are not well-articulated. The infiltration of moral education curriculums to the national values remains in the slogan-style. The majority of the students inprimary schools don’t know what rights and obligations they have. Lots of people in society call on to strengthen civic consciousness education in schools. Even some of them practice independently without arousing civic consciousness education. Our country enters into an important period of transition for reform and opening up. The mainstream ideology is experiencing challenges under the new social background of market-oriented economy,democratic politics and the multi-culture. To cultivate qualified citizens for democratic and legal society and develop civic education are the important foundations of the construction of political civilization in China. Basic education stage is the key period to form the knowledge,attitudes and skills of adolescents. All the countries around the world are considered cultivating qualified citizens as the primary goal of the basic education. Complying with the call of the times, the citizen consciousness education is urgently needed in primary school stage. To further clarify the goal of cultivating qualified citizens, to further strengthen the connotation of the civic education and further carry out the practice of the civic education,are realities of the civic education in the primary school stage! Civic education to some extent can not be lost. The basic concept of civic awareness training of western developed countries is same, from which we could use for reference. We should realize the systematization of civic consciousness education as soon as possible, carry on the civic education in the primary school stage, cultivate students’ civic consciousness and implement the socialist core values of our country.
