There are too much more requests for teachers in the information age. It not only requires teachers to have basic knowledge of the subject, but also requires teachers to have certain scientific research ability, and innovative spirit. Under the information technology environment, teachers' literacy has become different from before. All teaching concept, teaching activities should be fully considered of the characteristics of information era. Instructional design competences are always teachers basic ability. Instructional design determines the success or failure of the teaching. Under the information technology environment, instructional design has too much difference from traditional instructional design. The teacher should learn to use information technology to create advantageous condition for their teaching. The new teachers in this respect face greater challenge; this paper will focus on the new teachers' Instructional design competences, the author wish it can be helpful to the new teachers in the development.The main purpose of this study is to explore the development of primary and secondary school new teachers instructional design competences and development measures under the information technology environment. The author hopes it can help the new teachers to develop the competences and have certain reference value for the researchers in relevant fields.This paper wills analyze the present research situation of instructional design home and abroad with literature analysis, analyze the shortage of primary and secondary school new teachers instructional design competences through questionnaire survey, at the same time summing the present measures to help to put forward feasible measures. It will also sum the measures of expert teachers and the influence factors which are helpful or harmful to the development of teachers instructional design competences through the interview of expert teachers. And it will put forward some feasible measures which are helpful to the development new teachers instructional design competences based on the school s situation. At last, the author will check the measures though tracking some teachers,interview and instructional design analysis.
