At present, The technology of mobile device and network communication are developing rapidly. A variety of mobile platform such as mobile office, mobile government, and mobile e-commerce based are rapidly into the palm of the people's hand. Then the idea of mobile learning(M-learning) has been accepted generally by using mobile terminals, communications networks and learning platform. And a large number of researchers are attracted to research the related fields.After years of exploration and research, both domestic and abroad, we generally have regarded the M-learning as the focus of future development of network learning. The M-learning is carried out early in some countries which are in Europe and in the economically developed area of North America covering almost all fields of education. In our country, most of the research and practice about M-learning are still focused on the areas of adult and higher education, such as vocational education, professional development and business training, But in the areas of basic education, its advantageous position is not played. Although there are good applications for handheld devices based learning, the M-learning did not become the mainstream of the learning method of basic education,because of lacking of appropriate drivers and the application of scientific and rational guidance. All in all, the reason makes the project of M-learning in the field of research and practice of basic education appear blank.The paper tried to do some research in this blank field and chose junior English language teaching as the research subject. Firstly, it analyzed the present situation of junior English language teaching in China and summarized the problems existed in it. Secondly, considering the characteristics of M-learning mode, the solutions based on it were given to those problems. Thirdly, it studied the strategy and method to the scientific design of the M-learning platform, and based on this method put forward the build of a platform of M-learning for the junior English, which provides a learning situation for students when and where. Finally, the design and implementation of PMLJE was proposed. The platform provides not only students with survey such as autonomous learning, word query, communion, cooperation and test, but also teachers with curriculum management, evaluation, tracing guidance and so on. It is an effective extension of class teaching, and helpful to the development of present junior teaching idea and pattern and the rise of the teaching standard.This research strive to improve the current plight of junior English teaching, and attempt to complete the applications of M-learning in the field of basic education.
