Abstract/Summary:
Rural teacher shortages in some areas, especially the structural contradiction, these issues make education gap between urban and rural areas, affecting the fairness of compulsory education, the state order narrow the gap between urban and rural teachers to achieve educational equity, May 15, 2006, the Ministry of Education, Ministry of Finance, Ministry of Personnel, the Commission Office jointly issued a "farm school teachers in special education at post implementation of the scheme," the "special post Teachers Scheme" through open recruitment, college guide graduates to teach in rural schools, to encourage college graduates in rural education, rural schools to gradually solve the structural problems of weak teachers and improve the overall quality of teachers in rural areas, thereby reducing the gap between urban and rural areas to achieve educational equity. due to the imperfect policy and short implementing period, a few special–post teachers have difficulties in work, daily life, and other aspects. Therefore the feature of unstability is showed in this team.Based on the County of Heilongjiang Province, Z s post secondary school teachers in the special case study found that Te Kong life and work of teachers in the problems encountered, and the stability of Te post analysis of the factors teachers, made on this basis some constructive measures to try to improve the stability of teachers to provide special post useful help to ensure the smooth implementation of the special post planned.
