In today's world, talent has become a critical factor for enhancing comprehensive national power and international competition, whereas education is the main way to cultivate talents. In turn, the level of education quality depends on teachers, thus the development and management of human resource of teachers become a practical need for improving the quality of basic education.The overall quality of teachers in communities of Chinese Tu nationality is not so good, including the single resource allocation of teachers, the rigid behavior, the shortage and waste of teacher resource, the unresonable teacher allocation in aspects of inter-school, age, sex, discipline, teacher-student ratio and transfering. Teachers lack mental balance, and the teacher teams are instable. It's both hard to access to the team and keep the talents in the team. Therefore, the limited resources can't make maximium effectiveness. These problems have become neck of bottles for the development of compulsory education in Tu nationality.Based on case study, according to the field survey to both some middle schools in towns where the Tu nationality language is used and others in which Tu nationality language is not used, this thesis analyzes the outcome of the survey to find out reasons affecting the sensible allocation of teacher resource and puts forward some strategies to realize the better allocation of resources for compulsory education with the guidance of successful experience both abroad and at home.This study is divided into the following six parts:The first part is the introduction, including the raise of problem, significance, the present research status, research methods and definition of basic concepts.The second part sheds some light on theoretical basis and significance of rational allocation of education resourcesThe third part, is mainly to present the survey results about allocation of teacher resources in Tu nationality of the compulsory education stage.The fourth part, aims to find influencing factors based on the analysis of the existing problems in allocation of teacher resources in Tu nationality.The fifth part expounds the successful experience of resource allocation both at home and abroad. The sixth part, bsorbing the domestic and foreign relevant successful experience of resource allocation, tries to propose countermeasures from two aspects of the principle and strategy according to the actual situation of Tu nationality.
