Teachers'management has long been puzzling the education career of our country, and the system of employment of teachers is the most important issue. The system of employment of teachers not only covers employment of teachers, it also involves issues like basic concept and management of education, welfare system, and so on. Only through coordinating the existing relationship between the government and schools, implementing the humanistic management, setting up the teacher talents'market, promoting the teaching profession and constantly improving the education law and social welfare system, can the systematic conditions be provided to the employment of the teachers in our country.This article studies the status and problems of the middle school and primary school teacher management based on a detailed investigation in Panjin city, and put forward some proposals and measures to tackle these problems. This paper is divided into three parts:the first part is the status based on a detailed investigation and analysis of middle-primary school teacher management. The second part is the problem and its causes in middle-primary school teacher management in Panjin city. In the third part, the paper proposes measures and recommendations to strengthen Panjin city's middle-primary school teacher management, mainly involves having the same idealism, further improving the evaluation of the assessment system of teachers, strengthening the training and supervision of the principals, setting up and perfecting school rules, having more teachers better trained, and improving the professional ability and level of the teachers. The paper also proposes on setting up the national law and regulations of teacher management, establishing the reasonable social welfare system, strengthening the teaching qualification certificate management system, building up reasonable and perfect teacher talent market. The author hopes that through these proposals and measures, a number of appropriate, reasonable structures of middle school and primary school teachers will be built, the quality of middle-primary school teachers will be improved, so as to promote the quality of basic education to a new level in Panjin city.
