Under new situation, competition in the world grows increasingly fierce. Knowledge-based economy gradually occupies the leading position. The competitions among countries are fundamentally the competitions among talents. As we all know, higher learning institutes are the important bases for the cultivation of talents. In these higher learning institutes, poverty-stricken students are the special groups. Therefore, the problem of their ideological education is becoming an important part of ideological education in higher learning institutes, and their ideological education plays an important role in building a harmonious society. But now some poverty-stricken students have problems in mentality, thoughts, learning, employment and etc. Furthermore, the ideological education itself also has some problems, for example, the separation between aid-the-poor programme and aspirations moldering of poverty-stricken students, the imperfect of the groups of our political and ideological instructors, the imperfect of the system of psychological consulting service, basic methods lacking utilization and etc. Therefore, higher learning institutes should strengthen the study on the ideological education of poverty-stricken students.With the reference to the present academic achievements, this thesis, by the means of 16 PF personality factor scale and the surveys prepared by myself, selecting the poverty-stricken students from Changzhou Institute of Technology, Suzhou University, Jiangsu University and Nanjing Forestry University, aims to investigate the existing problems among poverty-stricken students in higher learning institutes and to find out the problems of the ideological education of poverty-stricken students. Making use of many years'working experiences in poverty-stricken students, new ideas are brought forth in this area. In this thesis, the concrete measures to strengthening the ideological education of poverty-stricken students in higher learning institutes are put forward. These measures are: constructing the effective and stable groups of full-time political and ideological instructors, advancing the mental health education among poverty-stricken students, strengthening the ideological education of poverty-stricken students in higher learning institutes, innovating in methods of ideological education and implementing the construction of poverty-stricken students'abilities.
