Secondary occupation education palys an important part in national education systems in China. Most of vocational schools have responsible for modren socialist country in order to foster labourer of quality. Teaching objective is to develop qualitified personnel who have techological skills, social responsibil awareness, good manners and vocational accomplishment. Moral education management task is the major work in developing vocaitonal students in this objectiveMoral education work make use of the model of middle school in voctional middle school during this period, which focus on teaching in the classroom. morethan the formalism of moral education is serious and substantial results is weak. Moral education lacks relationship with rich social life and its cotents keep away the socila life too. This social phenomena is old, poor, tardy. This situation can't meet the need of vocational education developmentMoral education should catch up with the modern ages and keep on bringing forth new ideas in vocational school nowadays. Moral education workers have to have the responsible and urge to research new sitution and characteristic and look into new pattern and ways in oredr to build effective moral education pattern in moral education of vocational middle school. And it will also improve acual effect character on moral education work nowadays.According to documentary method, Discussing method, operation reserch method, experienced conclusion method and so on, This reseach anlysises current situations and problems in present vocational moral management and refers to the "3-hua" Moral Education Management Mode that is meticulous management, humanistic culture training, self-development, it also explores theoretic basic and content on the "3-hua" moral education management mode. Take Heqiao vocational middle school in Yixin for example, This research elaborates the procedures and ways to build the "3-hua"modal management mode. According to innovation model, we solve some difficulties and contraditions in moral management of vocational middle school, and strengthen effectiveness in moral management of vocational middle school.
