The teacher is the key to the success of elementary education informationization. As dominant force of school education, the backbone teachers in rural primary and middle schools play a leading part in rural teachers, whose educational technology ability directly affects the whole process of rural education informationization. In order to promote elementary curriculum reform and realize elementary education informationization, the training of rural teachers' educational technology ability is underway vigorously in primary and secondary schools in Henan province. What is the effect of training? What's the restricted factors existing in training? Can the teachers use their knowledge effectively after training? It can provide reference and guidance for further training through the research and investigation of these questions and knowing the status quo of training and researching methods of improving their ability, making training more scientific, standardized and effective.The research takes backbone teachers in rural primary and middle schools in Henan province as the research object and a combination of literature, questionnaire investigation and interview as research methods. First, the paper designs questionnaire after making full understand of the meaning of educational technology, ability and backbone teachers based on literature. Then, through the quantitative analysis of the data collected from questionnaire and interview, the paper puts forward systematic training strategies according to the status quo and problems existing in training. Finally, the paper brings blended learning into teachers'educational technology ability training, hoping to solve the problems existing in training, such as neglecting the characteristics of backbone teachers and inaccurate training target localization; the organization of the training content is not reasonable; the forms and methods of teacher training are simple; lacking of evaluation incentive mechanism and effective tracking guidance and management. It hopes to try not only solving problems but also developing theory.The research provides several strategies to solve the problems existing in the developing of educational technology ability as follows: setting up new view of educational technology; constructing relatively perfect environment for the application of education technology; focusing on the training of teachers' educational technology ability; perfecting evaluation and incentive mechanism. The paper also constructs the training implementation framework based on blended learning, which consists of three stages: preparations, implementation and evaluation analysis. The innovation of the research is that it brings blended learning into the training of rural backbone teachers' educational technology ability, hoping to solve the existing problems of training activities and enhance training performance.
