Teachers in pre-school education is related to the pre-reform and development,then concerning a breakthrough in the basic education, the rights of Pre-school education's children can be realized. Therefore, strengthening the construction of pre-school teachers has very important practical significance. Construction of pre-school teachers is a cross-cutting areas of research, it is a topic of common concern which concerns the pre-school education, education management, pre-school teacher education. Success of it has a strong theoretical value for pre-school education, education management, research, pre-school teacher education.The study explores three questions in accordance with the logic trail th, "what"- "Why"-"how to do " . Firstly, Study and Analysis the situation of the construction of pre-school teachers. On the basis of achievements of team building, Analysis the contradictions between the government policy and system supply and demand. Fiscal funding shortage and defects in the external environment and so on. Secondly, Construction financing difficulties of pre-school teacher education in China due to the multidisciplinary analy. Analysis of the government system of pre-school Teachers in short supply in the action scenes and the actors'factors mainly from the perspective of new institutionalism. Studies from the perspective of history analysis of the traditional ideas of the constraints of pre-school Teaching Staff. From the sociological perspective, the reality of professional interests of teachers resulted in pre-school building, which is an important reason. Thirdly, the Choice of strengthening the construction of pre-school teachers. From the perspective of system theory, it thinks that need to strengthen the government's responsibility in the building of the pre-school teachers'team so as to create a conducive atmosphere for the pre-school teachers'construction. Besides we need to take active measures to promote the construction and content-type symbiotic development.
