In recent years, pre-school education is highly valued, but the rural pre-school education is still poor in the entire pre-school education.Where is the outlet of the rural pre-school education? How to improve the quality of pre-school education in rural areas? This study uses The Public management theory as a starting point and apply the theory of public service provision in the whole.On basic of the extensive research and actual investigation, I analyze and deconstruct the development model of rural pre-school education in different parts of Zhejiang Province, investigate the common and put forward some policy recommendations.It is very important to achieve the modernization of education in Zhe Jiang province and build a harmonious society.On the basic of the theoretical study and practical investigation,this research mainly uses literature and survey method and puts forward some policy advice and inspiration. The full text is divided into five parts:Part one is the introduction,which contians the research of the background,thesignificance,the evaluation of exsiting research and the research ideas.Part two,two theoritical basis are described,which are the product attributes of pre-school education and the mechanism for public service provision.The applicability of them are analyzed too.Part three is the reference of the experiences abroad.Trough discussing the government functions, legislation protection, funds system and holding formation in the advanced countries,put forwards some inspiration.Next part is the empirical investigations,including five detailed descriptions of the representative regions and the common of them.Then,suggesting that the government must take the resposibility of plaining in rural areas and co-production in government and private sectors. Finally,giving some suggestions. After the theory and value foundation,the proposal of applying the mode are put forward.From now on, our government must put the Rural pre-school education into the public service systerm;establish a government leading,community involvement,both the public and private participation systems;form the diverstiy of the fundation;expand the covearge of the public education resources in various forms to improve the quality of rural pre-school education comprehensively and achieve the three-year goal of universal access in rural pre-school educaiton.
