A Research On Reform Of Autonomous Enrollment System For Chinese Colleges

Common entrance examination has remarkable achievements in the promotion of personnel selection and teaching guidance for high school. However,single model has been difficult to meet the diverse needs of the personnel selection from fast social economic and higher education development. The call for autonomy from colleges proposed new requirements to the reforms of college enrollment examination. The reforms of self-enrollment in Qing Dynasty,Republic of China and the beginning of New China showed self-enrollment by colleges consistent with the law of higher education development. What's more, their experience can give reference for the following reforms. After the pilots from three colleges in Jiangsu Province, self-enrollment campaign led by government started in 2003 all over the country, and there are 80 universities have got authorization since 2010.Any social activities result from the interaction of many stakeholders. The main stakeholders of the autonomous enrollment system including government, colleges, high school and students have their interests based on their own position, and the coincidence of interests provide the existing foundation for the autonomous enrollment system. At the same time, the conflicts are inevitable because stakeholders pursue their maximal profits, such as the conflicts of control and independent between government and colleges, the conflicts of input and output between colleges and students, the conflicts between"the advantaged"(government and colleges) and"the disadvantaged"(colleges and students). All of those are reflected in many aspects through the whole enrollment process, such as enrollment scale, the signing conditions, admission procedure, evaluation methods, admission policy, and so on. The self-enrollment could only be an autonomous behavior of colleges led by the government, and the legitimate interests of high school, students even colleges are difficult to be guaranteed because of the unequal power pattern and the shortage of the obligations and monitoring mechanism.However, that the interest conflicts are inevitable does not means implacable for self-enrollment. The relationship among stakeholders provides a good idea for the interest coordination. It is the complex conflicts among the various stakeholders in the self-enrollment determines that the interest coordination is a systematic project, which contains all sorts of coordination means. In order to make autonomous enrollment system be in the constant improvement, the reforms of autonomous enrolment system should be based on overall analysis of the power structure and interest relationship in the current autonomous enrollment system, even the current higher education. What's more, the interest coordination which based on interests expressing mechanism, mediation mechanism and the monitoring mechanism matched systems'establishment are essential for the reforms of autonomous enrollment system.
