In recent years,the PPP model has been widely used in the field of public sports services.The state has also issued a series of policies to strongly support the participation of social capital in the field of public sports services.However,the development of the PPP model in the field of public sports services in China is not ideal The differences in the pursuit of interests between the government and the private sector have led to an imbalance in the coordination of interests between the government and the private sector,hindering the application of the PPP model in the field of public sports services..In order to fairly and reasonably distribute the interests of the core stakeholders of the public sports service PPP project,the literature method is used to consult the relevant literature;the case analysis method is used to analyze the domestic and foreign public sports service PPP project stakeholders,summarizing foreign experience,and providing public sports service PPP projects in China Provide reference;on the basis of research reality,grasp the influence factors of interest distribution and the relationship between them through the model analysis method,and build the interest coordination mechanism of core stakeholders of public sports service PPP projects on this basis.The specific research conclusions are as follows:(1)Stakeholders of public sports service PPP projects According to the different input,contribution and participation of the participants in the project,PPP project stakeholders can be divided into core stakeholders,general stakeholders,and marginal stakeholders.In the public sports service PPP project,the government department and the private sector have the highest participation and contribution.Therefore,the government department and the private sector are the core stakeholders of the public sports service PPP project(2)Government and private sectors have different responsibilities in public sports service PPP projects.First of all,the government department should choose a private sector with professional experience in operating sports venues and sign a franchise agreement with the private sector;after the private sector obtains the franchise period,it applies to establish a project company.Second,the government department requires the private sector to construct public sports venues in accordance with the franchise agreement;the private sector constructs the public sports venues in accordance with the contract.Thirdly,after the construction of public sports venues,the government requires the private sector to improve the quality and efficiency of the supply of public sports services;the private sector adopts a diversified operating model and develops market resources under an effective supervision mechanism.Finally,government departments coordinate the benefits of public sports services PPP projects from a macro level;the private sector is a good provider of public sports services from a micro level,and realizes the economic benefits of the private sector on the basis of realizing public interests.(3)The government departments and the private sector have different interests in public sports service PPP projects.The PPP model adopted by the government departments in the field of public sports services is mainly to effectively use the financing capacity of the private sector to solve the government's financial pressure.The PPP model can also solve the problems of the absence,misalignment and offside of the current Chinese government functions.The professional operation and management experience of the private sector in the field of public sports venues helps to improve the quality and efficiency of public service provision.The government department's investment in public sports service PPP projects has decreased,and the private sector can effectively share the financial risks of PPP projects for government departments.The private sector participates in public sports service PPP projects to obtain reasonable return on investment benefits and corresponding policy support.In the public sports service PPP project,the government department gives the private sector various preferential policies.For the private sector,the government department can share the corresponding risks for the private sector,especially the risks in policies,laws,force majeure,minimum demand.In addition,it can provide policy support in various aspects and accelerate the transformation of enterprises.(4)The reasons for the unbalanced interests of public sports service PPP projects are various.The first is that the government sector and the private sector pursue different things.The government sector pursues public interests,and the private sector pursues economic interests.This is the fundamental difference between the two.The second is the lack of a relatively independent monitoring mechanism.China provides public sports services for PPP projects based on internal government supervision,which is prone to corruption.Thirdly,the government and the private sector fail to bear the risk by the most suitable party.Finally,the policies of the Ministry of Finance and the National Development and Reform Commission lack detailed implementation methods,and the policies of the Ministry of Finance and the National Development and Reform Commission are not unified.(5)The investment proportion,risk sharing,contract execution degree and contribution degree of the government department and the private sector in the public sports service PPP project are the factors influencing the distribution of benefits.Benefit distribution and risk sharing are directly proportional,and the risk of public sports service PPP projects is transferred to the party with the most ability to bear.The more risks that core stakeholders undertake in a project,the more benefits are allocated.Core stakeholders earnestly implement the contract content in the project,and the more contributions they make,the more benefits are allocated.Therefore,the establishment of the Shapley value benefit distribution model can achieve a reasonable distribution of the core stakeholder interests of the public sports service PPP project.(6)The core stakeholders should use the legal and regulatory guarantee mechanism as the basis when distributing revenue,so that the party that bears more risks can get more corresponding benefits,should build a risk sharing mechanism,and establish a relatively independent monitoring mechanism,which The actions of the department and the private sector form an effective supervision,and effective supervision is also a prerequisite for reducing disputes between the government and the private sector.For public disputes between the government and the private sector in the PPP project of public sports services,a legal basis should be established.Dispute resolution mechanism.Through out the operation of the PPP project,in order to solve problems in the project in a timely manner,an effective communication mechanism should also be established.
