There have been lots of questions about the lack of moral goals in Chinese traditional culture, Confucius and Mencius had conducted similar arguments with their students.This paper attempts to make a comb on Chinese policy texts about goals of moral education in primary school since 1978. In order to respond to the question whether the goal of moral education is high or low. In this way, we will grasp the changing characteristics of moral education goals in three decades, and make a prediction for the development of moral education policy in the future.Sepcially, this paper generally includes the following parts:Firstly, it reviews the changes of Chinese social, political,economic in the past three decades. In order to get a historical and vertical understanding of the changes of the goal of moral education policy in primary. On this basis, it also sorts out a general forecast about the trends of social development in the future. it makes good use of research achievement of Zhang xiaodong and shows the primary goal of moral education policy among thirty years. In addition, it analysize these three periods respectively.Secondly, according to the policy texts, school moral education courses, and special interview to relevant person, it explores the most prominent features of goal of moral education in primary school. Specifically, it includes the following four characteristics: (1)to adhere to a unified political direction; (2)to develop into the diverse moral goals from the ideological and political goals; (3) to focus on the overall moral structure from the impartment of moral knowledge only; (4 ) to concern on the body function of moral education from the social function concerned only.Thirdly, it makes a prediction for the goals of moral education in primary in the future. Specifically, it includes four trends as follows: (1) to emphasis on the combination of social function and body function; (2)to focus on moral ideals and objectives of combining reality (3)to play the whole function of moral character and structure; (4) to focus on the contact of moral objectives and social development trend..
