| The Grain for Green Policy is an important policy for the construction and protection of ecology in China. It is of great significance to improve the ecological environment in western ecology frail area, to ensure the national ecology security, to prevent ecology worsening, to improve all the people`s ecology protection consciousness and to realize sustainable development. The implementation of the Grain for Green Policy not only improves the ecological environment in the demonstration area, but also has a promotive effect on adjusting industrial and economic structure of the Grain for Green area and changing the peasants` life style. It is becoming a hot spot for ecologist and socialist to analyze the comprehensive effect on the Grain for Green project.Yulin is one of the most serious area suffering from soil erosion in north of Shanxi, meanwhile it is a key implementation area of the Grain for Green Project. The systematical analysis of the effect on the Grain for Green in this area is of referential significance to reveal the combined effect of the policy and perfect the following policy. It will guarantee the sustainable development of benefits from the important ecology protection policy. Yuyang District is also a key demonstration area of the Grain for Green Project in Yulin.In this thesis, the author is based on the research of the Grain for Green Project in Yuyang District from the year 1998 to 2008. By researching on quantitative evaluation and qualitative analysis of social economy effect and contrasting the change of society and economy during the decade, it indicates that the implementation of the Grain for Green Project makes an active and profound influence to the development of economy and society in countryside in this region. At the same time, it optimizes the industrial structure of the economy in countryside, improves farmers` income unceasingly, shifts surplus-labor in countryside reasonably and converts farmers` life style and ideological concept, etc. Although achieves remarkable social economy profits, the Grain for Green Project still exists some problems, such as the imperfect necessary policy and safeguard mechanism and lack of operational funding.In order to solve these issues properly and consolidate the achievement of the Grain for Green Project in Yuyang District, the author puts forward some feasible strategies, for instance, perfecting property system, legal framework and necessary policy, enhancing project quality and doing the reform of collective ownership of forests system well and so forth. |
