Research On Community Culture Construction Of Jinzhou In The View Of New Public Service Theory

With the economic development, the general layout of socialism with Chinese characteristic, it is essential to point out to construct the socialist harmonious society. In the 4th Plenum of the 16th CPC Central Committee, it puts forward"Insisting the most extensive and most fully mobilize all positive factors; continuously improve the ability to construct a socialist harmonious society". This is a high-profile major innovation of the Communist Party of China. It not only summarizes the community construction practice experience, but adopts the reform of government management system and the necessity of developing market economy requirements. Urban community construction is a breakthrough and important way to construct harmonious social. City is the creation of human civilization. The development of the city is inseparable from the community cultural development. The community culture affects the formation and development of urban civilization, but also urban civilization appearance marks and actual connotation. Community cultural is playing an increasingly important role in enriching residents'cultural living, worming residents'behavior, strengthening community cohesion, coordinating the relationship between residents.The New Public Service provides important theoretical basis for the community culture construction. The New Public Service theory emphasizes democratization, citizen's rights and responsibility. The role of government is service rather than helm. The government is actually a participant. It no longer rules all things, providing public interests and public service is the government's main purpose and mission. Civil servants as an increasingly important role help citizens to express their common interests and needs. They negotiate interests between citizens and community, and then create the coordinate values. Therefore, it is important to guide urban community cultural construction using the New Public Service Theory.The thesis adopts the method of integration of theory and practice, and based on New Public Service theory. The first part makes some theoretical definitions in community, city community and community culture, and elaborates the New Public Service theory in this thesis the specific content and the application. The second part reviews the community culture construction of Jinzhou city and the current situation. The third part analyses the reasons of the community culture construction of Jinzhou city, and reveals the factors which restrict the community culture construction of Jinzhou city. At last, the fourth part gives the main measures to solve the community culture construction problems in Jinzhou city.
