Teacher Certification System access system which is to promote teacher professionalization and optimization is very important;Quality assurance system is bound to become teachers in the core. Improve the ideological and moral development and implementation of teacher professional quality assessment system. In order to satisfy the demand of the new era of economic, social and educational development for teachers,we needto make the necessary team building requirements.Professional quality assessment,conducted in foreign countries is more common. In China, the assesmentof the quality of teachers were still very weak. This paper discussed the idea for the 21st century moral lesson teacher professional quality evaluation system and the significance of the theory and practice, and try to raise the ideological and moral content of teacher quality evaluation index system and the implementation of recommendations that the professional quality of teachers in moral education course in Theory and Assessment Practice for reference.In this study, the conclusions from the survey interviews and first-hand survey data, analyzes the ideological and political Teachers of Secondary School Quality Assessment and its influence factors, which has laid a solid foundation of practice for the following research.
