On The Community Development Of Fishing Villages Of Beibu Gulf In Guangxi Under The Strengths Perspective In Social Work

At present, the problems of countryside,agriculture and farmers are still the important problems existing in the development of Chinese economy and society, on which our government and scholars have paid close attention. Solving "Agriculture,Countryside and Farmer" issues must speed up the rural community construction, promote the rural community development, and construct the new socialistic countries. "Fishing villages,Fishery and fishermen" issues is one of the "Agriculture,Countryside and Farmer" issues, solving "Fishing villages,Fishery and fishermen" issues must speed up the fishing villages community construction, promote the rural community development, and construct the new socialistic countries. The development of fishing villages of Beibu Gulf in Guangxi close relates on constructing the economic zone of Beibu Gulf in Guangxi. Only the fishing villages developed, the fishermen became well—off, the strategic target of Beibu Gulf's construction could be really achieved.Strengths perspective is a new perspective that has means of "paradigm revolution" in social work, its appearance provides new challenge for the traditional theory modal in social work. Strengths perspective stresses whether individual or communities all have potential resources that can be developed, the community development under the strengths perspective focus on the community's strengths, potential abilities and achievements, consider that exploiting these strengths, potential abilities and achievements which was ignored could promote the community development ultimately.Based on the research trends related to the problems and taking the SL community of Dijiao in Beihai for example, the paper uses the methods of field work and document study, utilizes the social work's strengths perspective, and analyzes the community development problems of fishing villages of Beibu Gulf in Guangxi. The paper mentions strategy that can promote the community development and tries to explore some new paths of the development of the fishing villiages of Beibu Gulf under strengths perspective.The paper through interview the SL community's fishermen,residential committee cadres,non-governmental organizations numbers, search and read the historical literatures in residential committee and cultural station, considers that SL community has rich strengths resources such as fishermen's charactes,skills,natural resources and cultural resources and so on, however, these strengths resources have been ignored for a long time; so, the development of SL community under the strengths perspective means to integrate these strengths resources that never be explored through the methods that promoting the development of the non-governmental organizations,community memories reconstruction to raise the people's solidarity; integrating the community natural resources and cultural resources; exploiting the fishermen's abilities to make their community developed harmoniously and steadily, thus promote the community development finally.
