The whole country raised a climax of community construction. In practice, accumulate experience and promote urban grassroots social management system change.This paper is dedicated to study how to give full play to the social control function of community, improve the quality of life and promote social harmony by community harmony. It has very important practical significance to social transformation and the construction of harmonious societyin China. This paper used both the literature research and empirical research. Firstly, the article gave a literature review of the community origin and development.Secondly, the article discussed the relationship of social control and community development on the basis of introduction the related theory of social control. Third, author found the defect in the process of Furong community development and analyze the reason through the case investigation of lotus community in Hefei. Lastly, thesis did some theoretical thinking about community development from the angle of the theory of social control and gave some countermeasures and proposals.
