A Research On Balanced Development Of County-Level Compulsory Education In Jiangxi Province

Education is the cornerstone of modern civilization. It has a basic, guiding and overall effect on modernization process and should be given, a high strategic priority. Compulsory education is the starting point and foundation of education. Balanced development is the essential requirement of the compulsory education system. Implementing the balanced development of compulsory education is one of the most practical problems of the greatest and most direct concern to the people.General Secretary Hu Jintao stressed the important concept of "promote me balanced development of compulsory education" in the report to the 17th National Congress of CPC. Premier Wen Jiabao proposed explicitly: "we must seek out the cruxes fro the unbalance distribution of high-qualified education resources of compulsory education, which have been reflected by the society and put forward our ideas and measures to solve them". Minister of education Yuan Guiren pointed out that promoting balance development of compulsory education would be taken as a breakthrough point to be the first to implement balanced development in county areas. It is also the top priority of the county-level education work.Jiangxi Province is now in the rapid economic and social development. Various social programs are developing rapidly including compulsory education. As a typical agricultural county, Jinxian is at a middle level of economic and social development in Jiangxi Province. Through a deep investigation and study, it is found that unbalanced development of compulsory education exists obviously between regions, urban and rural areas, and schools in Jinxian County and has affected the implementation of education equity. The research on balanced development of compulsory education of Jinxian is of a representative significance in Jiangxi Province. This paper analyzes the status and issues arising from balanced development of compulsory education in Jinxian County and dissects the causes led to unbalanced development of compulsory education, and on this basis, discusses the solutions and measures to the balanced development of compulsory education in Jiangxi province.
