Since the enlarged enrollment of higher education, the number of students in secondary vocational education has been shrinking sharply, it seriously hindered the development of secondary vocational education. In this situation, the nation issued "free tuition policy in secondary vocational education students from poor families in rural areas and agriculture-related majors" (referred to as "free tuition policy in secondary vocational education in rural areas" the same below) to enhance the attractiveness of vocational education, and to the purpose of"supporting agriculture","supporting poverty"and to promote educational equity and social justice as well..However, in theory, any public policies are likely to deviate from its intended objectives. Free tuition policy in secondary vocational education in rural areas has no exception, and it may also deviate from the aims of"supporting agriculture""supporting poverty". As a result, this thesis adopted a combination of literature, interviews, questionnaires and other research methods to investigate and analysis the level of aim achievement of the free tuition policy in secondary vocational education in rural areas, on the basis of which, analysis the justice achievement of free tuition policy in secondary vocational education in rural areas.This article has five main parts. The first part is "Introduction", it introduces the paper topic, literature review, research ideas, methods and innovations of this paper; based on the review of implications of justice, the second part proposed theoretical basis of this paper–John Rawls's perspective of justice. Emphasizing on the Difference Principle compensation to the vulnerable groups, it mainly analyzed the effect of"supporting agriculture""supporting poverty"free tuition policy in secondary vocational education in rural areas; the third part is the part of empirical research. Based on the empirical data, from the aspects of secondary vocational school, the government and peasants, it suggested that the justice effect of free tuition policy in secondary vocational education in rural areas has not reached; the fourth part explored the reasons why the fairness effect of free tuition policy in secondary vocational education in rural areas didn't fully reached; The fifth part is the part of countermeasures, propose the advice to improve and enhance the free tuition policy in secondary vocational education in rural areas in short, medium and long-terms.
