From New Rural Endowment Insurance System To Study The Construction Of Government And Farmers' New-type Relationships And Its Perfection

In our country, the government and farmers' relationship develops with the development of history.The history of government and farmers' relationship can be divided into four stages,and this relationship is very important at every stage. These measures have not only promoted the development of rural social undertakings, but also boosted the development of government and farmers'new relationships. Compared with the past, the biggest characteristic of government and farmers'new-type relations is "harmony". The government and farmers support and make progress together. The government's leading role and farmers'main role help each other forward,and none can be dispensed with. This new type of relationship between the government and farmers finally achieved the harmony and all winners: government gets a good ruling environment, and it is favorable for government's work; farmers'basic interest gets maintenance, living standards and quality obtains growth.The change and development of government and farmers'relationgships can be reflected by the pilot and implementation of the new rural endowment insurance system. The new rural endowment insurance system has not only solved farmers'endowment problem, ensured the farmers' legal rights, but also reflected the change of relations between the government and farmers.Through the case study of Jimo,Qingdao, the concept hypothesis of govertment and farmers'new-type relationship can be validated. Through the research found that the change and development of government and farmers'relationship can be found expression in two aspects: policy provisions and executing proces. The formation of new relationships between government and farmers is the inevitable requirement of social development. In the current,if we want to achieve the better and faster development of rural society,we must give full play to the effect of government and farmers'new relationship, stimulate farmers'consciousness based on the government dominated role,and lead the peasants participate in the construction of rural undertakings actively. For now, the government and the peasants'relations still exist many problems and deficiencies,and need further development and improvement. The development and perfection of the relationship between the government and farmers is a huge systems engineering,it needs the joint efforts of the government and farmers.For China's current needs of social development ,in order to ensure the smooth development of social undertakings in rural area, ensure the smooth construction of socialist new rural, we must attach importance to the government and farmers'relationship, and taking active measures to promote new relationship between the government and farmers for further development and improvement.
