The Study On Intelligence Introduction Of Shandong Province

Introducing foreign intelligence is a strategic decision made by the party and the nation in the new period, an important part of opening-up policy, and an important measure to reinvigorating China through human resource development. Our party and state attach great importance to the introduction of foreign intelligence. In recent years our party and state put it at a higher position, make the guidelines of intelligence introduction clearer, the position of this work clearer, and the function more important. After decades of development, especially after reform and open up, great achievement has been made in agriculture, industry, development of the tertiary industry, and strengthening the construction of the three teams under the guideline of major policies made by the Party Central Committee. The work of intelligence introduction is carried out guided by the national strategic plan, plays an important role in the economic development and social construction, and makes sure that our country can develop rapidly and steadily with the help of talents around the world.The work of intelligence introduction will play a great role in the construction of the blue economic zone of Shandong Peninsula and the Efficient Ecological Economic Zone of Yellow River Delta because of our rich human resource and human resource strategy. This article presents a thorough study on intelligence introduction, uses as reference the experience of developed countries, and ponders over the topic on how to utilize talents. The analysis of necessity and urgency of intelligence introduction is important to the development of our society and economy. In order to implement the strategy, this article proposes suggestions and countermeasures about intelligence introduction, taking into account the development and challenges of intelligence introduction of Shandong Province.Through interviews, literature research methods, this thesis observe and studies different departments of Shandong Province and achievements in this field. During the 11th five-year plan, great achievements have been made in the work of intelligence introduction with development of economy and society as the top priority, but there are still lots of problems and challenges facing the work of intelligence introduction. For a fairly long time to come, intelligence introduction will play a key role in the construction of well-off society, and will be beneficial to the strategy of developing the Blue Economic Zone of Shandong Peninsula and the Efficient Ecological Economic Zone of Yellow River Delta, so constructive suggestions on the guideline of intelligence introduction are necessary.There are five parts in this thesis. The first part is introduction, mainly about the significance and meaning of this topic, present situation of this work, research methods and innovation concerning this field. The second part is about the background, the development, the necessity of intelligence introduction of Shandong Province. It is also about the active role of it plays in deepening reform and opening up and personnel training. The third part is about the work of intelligence introduction of Shandong Province. In five different respects, progress achieved in intelligence introduction is presented, along with the problems and challenges facing this work. The fourth part are about the experience and enlightenment obtained from developed countries. The fifth part is about suggestions on this work, which recommend intelligence-introducing projects be implemented to accelerate the development of intelligence introduction.The innovations of this thesis is that, it summarizes and analyses the work of intelligence introduction of Shandong Province, and proposes specific guidelines, goals and plans, including five projects to introduce intelligence and urgently-needed talented persons. All of these suggestions are based on the theories and experience from abroad in order to implement the strategy of key-region-leading economy with the help of talented people.
