| The development of higher education is an important part for a country. Thenumber of enrollment has increased sharply as the enrollment expansion of highereducation institutions in China since 1999. The number of normal higher educationenrollment had reach to 4,473,400, it is more four times as large as the number in 1998,which meet people's large need for high education, offer the state with a large of personof talent, and promote economy development of our country. But there had someproblem in this progress, for example, supply and demand of high education is in a stateof imbalance, funds aren't enough, funds is inefficient and low benefit, quality has fall,etc. These fact has affect our county development.The train of thought is start from underground of enrollment expansion policy, thenanalyse the supply and demand of high education since enrollment expansion, comparewith dates and then find achievement and problem, so hold the general rule of higheducation, then offer advise to promote high education efficient and benefit, which canoffer some value information to theories, and find way of theory and practice.In the future, we should optimize the scale, quality and construction of highereducation's supply, and control speed of enrollment expansion, restrain the oversupply,perfect the market of employment, and then develop education that run by the localpeople and vocational education to meet needs of society. In the other hand, we shouldreform the way of financial funds, make scientist and reasonable evaluate framework ofinvestment in higher education and then raise efficiency and benefit. Perfect aid and loanframework to promote society development.The study way is based on Marxism philosophic, and integrate quantitative analysiswith qualitative analysis, use method of documents and history through dates, andanalyse from economic angle. In the end, this paper give some advises to promotedevelopment of high education, and coordinate with economy.
