In nearly ten years, the National Physical Testing showed that the physique standard of teenagers in our country kept declining, and had aroused our country, society and other relevant departments more attention. Improving the physical health of teenager needs the help coming from the whole society. It is the main approach to connect the physical education on campus with health course, which has further meaning to improve the physical health of the next generation in our country. In 1999, the management system which is constituted of country, local government and school is put forward in the National Education Conference. And the new curriculum standard of physical education and health was announced in 2003, which extruded the students'subject status in study, endeavoring to constitute relatively completely system of course goals and developmental ways of evaluation, paying more attention to the basic and option of study content, the effectiveness and variety of teaching approaches, cultivating emphatically the new area students who develop in an all-around way, at the same time the school can make its own course according its own situation. The main director of this study is how to promote the physical education and health course in high school under the new curriculum standard and building school's own character of physical education and health curriculum is Dawa county of Panjin city is located in the southwest of Liaoning province, which is the main oil base, also is the relatively earlier base of curriculum reformation in our province. The idea of curriculum reformation had been pressed deeply in people's heart, recognized by school, parents and society. The atmosphere of curriculum reformation had been formed. Therefore, the research of Dawa county has the real value of practical and theoretical.In this paper mainly used documental analysis method, on-the-spot investigation method, interview survey method, questionnaire method and so on, with the methods above, analyzing the employment of the school's curriculum and implementation, getting the conclusion:The physical education and health school-based curriculum in Dawa county high school suggests that the PE teachers hold the positive attitude towards the employment of the school's curriculum and are confident with the implementation of the curriculum in the future. The difficult problems that The PE teachers of high school in Dawa county are the resource of curriculum and time. They generally think that the conditions here are weak. Our nation should pay more attention and give help to the campus construction in town and country. In the new physical education curriculum revolution, most of the PE teacher in Dawa county faced the problem is that the knowledge should be restriction. The Dawa county high school carried out physical education and health option teaching under the new curriculum standard, focus on students'interest, improving extent the students'quality.The area in Dawa county suffered the bondage of traditional ideas, parents and society can't understand the concept of the curriculum clearly, thinking that intellectual and entering a higher school is the main task, hindered the way to explore the school-based curriculum. In view of the above situation, the author raised the opposite suggest: national education department should make clear evaluation system of curriculum and strengthen the monitoring system of the exploit curriculum. The school and the teacher should not be negative to explore the curriculum, but to change the concept of curriculum resources, connecting the parents and society to create new curriculum resources, making the physical education curriculum shows diverse prosperity when exploring it. National education propaganda department should announce and educate the exploitation and implementation of the school-based curriculum,changing the local school, parents and society's attitude to the school-based curriculum. School should sound options courses system, for the phenomenon that the students sometime more students or less, which is caused by those students who follow others without their own opinions, suggested that school should set up targeted option course before choosing courses.
