| Education is the foundation of a country,a powerful country should develop their education in prior, and improve educational modernization level. <National education reform and development of long-term planning programs(2010-2020)> issued by our country, as the strategic objectives, which will be almost completely realize education modernization, and shape the learning-oriented society, join in the human resources powers by 2020. In order to achieve the target, a issue, the contemporary university system which we should be pay close attention to. The university should face to the society, according to law run independently and implement the scientific management, which is as the core of the contemporary university system. Building contemporary university system of the article 13 in the< National education reform and development of long-term planning programs(2010-2020)>, which pinpoint that we will perfect the contemporary university system with Chinese characteristics. According to our search on paper periodical net, when the scholars study the contemporary university system, most of them focus on the university system it self. This paper tries to use the soft law which is a new view, to analyze the contemporary university system. The paper divide into seven parts, respectively are the preface, chapter 1 the overview of the contemporary university system, chapter 2 comparison and comments on the overseas contemporary university system, chapter 3 the structure of the contemporary university system, chapter 4 revisit the contemporary university system standard with the soft law, chapter 5 legal system building on the contemporary university system, and the conclusion. The main contents of the paper, which are the rule of soft law on university external system, namely the relationships between university and government, university and society, university and university; the soft restriction mechanism of the contemporary university internal system, namely the relationships between university academic power and administrative power, the university organization and its individual behavior. revisit the contemporary university system standard with the soft law, etc. from the view of the contemporary university system standard with the soft law, reveal problem of the contemporary university system existing, which is the government interference is too much to the autonomy of university. the Party interference of university autonomy, the expansion of the administrative power has affected the exercise of the academic freedom.
