Study On The Constitution Construction Of Higher Vocational Colleges-on The Basis Of Modern University System

The university cannot develop well without the specifications and guidance of the university system. From the development experience of the western higher education power, the scientific and reasonable system of university plays a key role to the development of colleges and universities. And the constitution of the university is the carrier of modern university system, it provides the guarantee for the construction of modern university system and have a great role in promoting the development of universities. We need to design a set of constitution to meet the requirements of a modern university system with Chinese characteristics if the higher vocational colleges in China want to achieve a breakthrough in the reform and development of universities.In this paper, the several key problems of the construction of constitution are studied systematically through using analysis method and case method under the perspective of modern university system. The paper indicates that constitution of the vocational colleges can carry and improve the modern university system, in addition to guide the colleges to formulate the modern university system. The school running ideas and characteristics of the higher vocational colleges determine that constitutions should have the characteristics of sociality, occupation and marketability. In this paper, the advantages and shortcomings of constitution of H vocational and technical college are deeply analyzed. They reflect the common problems existing in the constitution construction of the higher vocational colleges in our country. Comparing and studying the constitutions of six ordinary colleges, further analyzing the commonness and difference between the H vocational and technical college and the six ordinary colleges. The study indicates the vocational and technical colleges in our country exist three problems: Firstly, the content of the constitution did not reflect the special requirements of the modern university system in the higher vocational education; Secondly, the sociality, occupation and marketability in higher vocational colleges are not sufficiently reflected; Lastly, the formulation, amendment and executed procedure of the constitution are not perfect. Based on the problems existing in the higher vocational colleges, this paper puts forward some suggestions for the construction of the constitution of the vocational colleges: Firstly, to fully embody the particularity of higher vocational colleges; Secondly, based on the characteristic of sociality, occupation and marketability, the constitution should clearly define the relationship between school and society and the internal governance structure; the regulations on the constitution should accord with the requirements of the modern university system; Lastly, further improve the procedures of the constitution.There are two innovation points in this paper. The one is that put forward the essential connotation of modern system of higher vocational colleges. The other one is to put forward that the constitution of construction in higher vocational colleges must adhere to the concept of sociality, occupation and marketability.
