Currently one of the priorities of the government cadre and personnel systemreform is the performance evaluation of the party and government cadres."Embodiesthe scientific concept of development of the local party and government leading bodiesand leading cadres assessment pilot measures" enacted in2006, reflecting the urgencyof reforms of the performance evaluation system of party and government cadres anddirection of development. County party secretary "in charge" as a county-level party andgovernment leaders, their work performance evaluation of rationality and scientificsociology. Analysis of the county party secretary, job performance appraisal system is tostudy the local party and government cadres appraisal work, the theoretical and practicalsignificance.By analyzing the special status and role of county government, and thus highlightthe county party secretary as a county-level party and government "leaders" of thespecial nature of work performance evaluation for the special role of post. I previousresearch of a county, for example, specific analysis of the county party secretary of thecounty appraisal defects in the main body of appraisal, evaluation, content, evaluationmethod, the index system and evaluation of the results of the use.I believe that thesedefects are caused by the systems, cultural and technical constraints, and made thecounty party secretary performance appraisal should be from a specific role to clarifytheir job role specification, in order to clear the evaluation content, and shallimprovetheir clients-public participation mechanisms, through technical innovation,standardizing evaluation of the results of the use of, and constantly improve the countyparty secretary and evaluation work.
