| "Once all states and counties are well controlled, the whole nation is under power" is one of old Chinese sayings. In Chinese current administrative system county has always been one of the most important administrative units. The county government is in an important position which is a connection between the party and state institutions, and the secretary of a county’s Party committee is the head of a county, the " bellwether " of development, who plays a key role in a core position. In recent years, with the further development of reform and the socialist market economy, the Party Secretary of a county has become the key figure who directly contacts the masses and faces the reality of contradictions. There are more than 2800 counties in China and the major responsibility of Party committees and governments of which is the economic and social development. The secretaries of county Party committees are the first persons responsible for passing down the policies of the central government and carrying them on in local areas. There is little difference between the Secretary’s power and the central government’s power except for that of diploma, military and national defense. The secretary bears such responsibility that he has to take care of everything, such as development, community solidarity, people’s life and security. None is left behind. He has to conduct it in a way which will please his upper leaders and satisfy his local people. He has to face the reality of "high pressure, expectation of understanding, hope of promotion, and fear of supervision"At present, China’s reform and development are at a critical stage. The completeness of county government determines the sensitivity of the role and the position of the Party Secretary. It is a double-edged sword. An excellent secretary of county Party Committee will do benefit for people and the bad will do harm to the community. A top leader may become harmful for his people. Since 2008, a large-scale training program run by the central government has been held, the trainees of which are secretaries from local Party committees. It reflects how much the central government takes it into account to enhance the secretary’s work of county’s Party committees and how important it is in current social development and political system. With the new requirements of national level, contradictions and challenges, county Party committee secretaries are required to improve their ideological and political quality, scientific and cultural level and business ability. The researches on the roles and responsibilities of county Party committee secretary draw much attention of scholars and leaders. With the experiences of being a county magistrate, county Party Secretary, member of state committee and Party committee secretary of university and by using the method of literature analysis and empirical research, this paper is intended to draw some important conclusions or regulations from lots of empirical facts through scientific deduction, which will be used on the research on the influence and ability training of county Party Secretary. With applied leadership theory, management theory and personality theory, it will explore the concrete countermeasures of how to increase the impact of the role of county Party Secretary, to meet his quality requirements and to fulfill his ability cultivation and ability improvement so as to provide theoretical support for the better performance of the new era secretary’s responsibilities. |
