Since ancient times, China has suffered all kinds of natural disasters,which have brought the people huge casualties and property losses. Notonly make all of these the people heart broken, but also hamper thesocial's civilization and progress. Furthermore, with the continuousexpansion and the destruction of the natural resources, the naturaldisasters are getting increasingly out of control, bringing fatal damages.Although our government always makes the quick respond to the naturaldisasters and the army sacrifice their own benefits for the whole countryto do the conduct rescue and relief, the government has limited human andmaterial resources and hardly satisfy all kinds of needs of the victimsand all other people.During "the WenChuan Earthquake", NGOs emerged to the disasterareas like the fresh air, and played a very important role in variousstages of the earthquake disaster relief, which allows us to see theirpotential power. In fact, they began to take on the service activitieswhich the government is unwilling to do or not doing well, making up fordeficiencies in the field of public service. NGOs in our country have a very short history, tied by the executive power for a long time, whichbring many difficulties and problems in the process of their participationin natural disaster relief. Therefore, it has become a major issue thatwe should help NGOs get rid of shackles, promote and encourage them tooffer more in the natural disaster relief.The first chapter clarifies the related concepts of NGOs, and thenanalyzes the domestic and foreign theories involved in NGOs in the naturaldisaster relief. After that, the future research direction is broughtforward according to the research of our country.The second chapter analyzes the China natural disaster relief systemand NGOs status quo, to lay the foundation for the core content.The third chapter is the first main point, which briefly introducesthe NGOs' performs during the four different stages of "the WenChuanEarthquake", and the successful experience of two typical NGOs. On thebasis of that, it identifies the plights of China's NGOs in the naturaldisaster relief and analyzes the main reasons which cause the problems.The forth chapter shares the Japanese successful experience, suchas law system of natural disaster relief and NPOs, humanized preventionmeasures and the cooperation mechanism between the government and NPOs.And according to our own condition, it makes recommendations that weshould improve citizens' abilities to fight the natural disasters,improve the relevant legislation and strengthen the cooperation betweenthe government and NGOs.The fifth chapter is creative, which discusses the rationalallocation of the mechanism of "self-help, mutual-help andpublic-help" in four stages of natural disasters, and build themechanism of NGOs participating the natural disaster relief.
